National Curriculum Council (NCC)

Following the 18th Constitutional Amendment, the subjects previously under the Concurrent List, including Curriculum, were devolved to the provinces. However, the divergence in curriculum quality and standards led to a need for cohesion. To ensure educational harmony based on the principles of the Constitution and Islamic ideology, it became essential to establish a body to set minimum national standards of education.

The National Education Policy (NEP) 2009 serves as a joint national framework that entrusts the Inter-Provincial Education Ministerial Conference (IPEMC) with overseeing education policy, planning, and monitoring. In its meeting on February 11, 2014, the IPEMC approved the establishment of the National Curriculum Council (NCC) to develop a unified, quality-assured national curriculum for Pakistan.
